CDM Advisor or Principal Designer Service- What is the difference?

CDM Advisor: A CDM Advisor provides advisory services to Clients, Designers, and Contractors to ensure compliance with CDM regulations throughout the whole construction project lifecycle.The role of a CDM Advisor is:

  • Offer guidance, support, and expertise on health and safety management, risk assessment, and compliance with CDM requirements.
  • Assist Clients in understanding their duties and responsibilities under the CDM regulations, including appointing competent designers and contractors, preparing the health and safety file, and coordinating health and safety measures.
  • They may conduct reviews, assessments, and audits to monitor compliance, identify hazards, and recommend control measures to mitigate risks.

CDM Principal Designer: The Principal Designer is a more ‘hands-on’ role designated under CDM regulations, responsible for coordinating health and safety during the design phase or pre-construction phase of a project. The Principal Designer must be appointed by the Client for projects involving more than one contractor and where there is or is likely to be design work.

The primary duty of a Principal Designer is to plan, manage, monitor, and coordinate health and safety during the pre-construction phase, particularly focusing on eliminating or controlling risks associated with the design of the project.

Principal Designers have the following role:

  • Liaise with the Client, Designers, and Contractors to ensure that health and safety considerations are integrated into the design process.
  • Facilitate communication and collaboration on health and safety matters.
  • Prepare and maintain the health and safety file for the project, ensuring that it contains relevant information and documentation to support future health and safety management.

In summary, the CDM Advisor provides broader advisory services throughout the whole project lifecycle, while the Principal Designer focuses specifically on coordinating health and safety during the design phase and fulfilling the duties prescribed for that role under the regulations.
